Presidential Election



DEADLINE FOR APPLYING: Monday, 30th of September 2019 at 23.59 CET

WHEN: The official election day is yet to be announced, but is set to be between Dec 21 - Jan 20, 2020, where we will update you directly (if you have applied) and on our facebook page once it has been announced.

NB: All expenses incurred by the coordinators during the EOM as well as flight tickets will be remunerated by Silba.

Silba is looking for six coordinators for the EOM to the Presidential Elections in Croatia. If you are a Game of Thrones fan, have an appetite for Mediterranean cuisine, follow World Cup championships or enjoy the coastal havens, you will have heard of Croatia. A country with roots in socialist Yugoslavia and its recent history of civil wars is becoming a top tourist destination for people around the world. Now in the next Presidential election incumbent Grabar Kitarovic seeks to secure her second term though the famous singer Miroslav Skoro has announced their candidancy. Not the first or seemingly last time a celebrity has announced their intention for president! Do you want to be in the thick of this election and get a feel for the democracy which is developing in a nation that is also the most recent one to join the EU? Are you interested in democracy and how an election works in practice? Then join Silba’s EOM to Croatia!


As a coordinator, you will have to spend approximately 9 days in Croatia. The dates will be announced once the election date has been officially set. By joining you will develop competences in international project coordination and management. Furthermore, you will be able to strengthen your CV in international and project-oriented contexts.



The positions open for application are:


Head Coordinator: The tasks of the Head Coordinator are primarily to have the general overview of the EOM, establish contact and cooperate with local partner organizations, establish contact with speakers and set up presentations for the program and to be responsible for the general contact with the participants. Alongside that, the Head Coordinator is responsible for the monitoring of observer teams on Election Day and is also responsible for drafting our EOM report. To become Head Coordinator, it is a requirement that you have significant experience with either the region or the country as well as previous coordinator experience.

Deputy Coordinator: The primary role here is to support the head coordinator, assisting in organizing the trip and keeping an overview of the EOM. Your primary tasks will be to execute the needs of the head coordinator and helping the other coordinators fulfill their specific tasks. We recommend you are comfortable with getting outside your comfort zone and taking initiative in areas where the team’s resources are strained.

Security Coordinator: The main responsibility of the security coordinator is to make sure that participants, as well as other coordinators, feel safe and secure during the entire trip. The security coordinator is to keep an overview of possible internal or external security issues. If necessary, he or she is required to be in contact with relevant government officials or other entities that may assist in providing a safe and secure working environment, such as law enforcement agencies. Lastly, the security officer is responsible for handling or managing any security issues or incidents that may arise. Applicants for Security Coordinator need to have previous experience within this field or have an extended knowledge of the relevant area.

Press Officer: The tasks of the Press Officer are primarily to have a general overview of the possibilities to add more communication outreach for Silba before, during and after the EOM. This entails communicating with local and international media in order to get as much awareness and outreach as possible for Silba’s activities during the mission and on Election Day. Additionally, there will be some ad hoc assignments which the Press Officer should assist with.

Logistics Coordinator: The Logistics Coordinator is tasked with all issues related to the logistical operations of an EOM. He or she locates and leases suitable office premises, equipment, communications facilities and also identifies options for accommodation.

Financial Coordinator: The Financial Coordinator is responsible for the financial part of the EOM, which means having a general overview of the budget, budget planning, as well as communication about the budget with the rest of the team, especially with the Head Coordinator and Logistics Officer. During the mission, the financial manager is to make sure that the mission does not go over budget by keeping track of all expenses in the form of receipts. The financial coordinator is also responsible for the mission debit card as well as all cash.


There are additional ad-hoc tasks within the above positions, which in most cases will require teamwork between the different coordinators. Teamwork skills are a necessity.

The workload will be substantial in the weeks before the EOM as well as during the program, which you should be prepared for before applying.


All expenses incurred by the coordinators during the EOM as well as flight tickets will be remunerated by Silba!


  • Have to have been on at least one EOM

  • You have significant experience with the region or relevant language skills if you wish to apply for the position of Head Coordinator.

  • You have experience in the field of security and language skills if you wish to apply for the position of Security Coordinator

  • You have to be a member of Silba to apply. You can become a member here.

  • Are available from: dates to be determined

  • You have completed the free OSCE E-Learning course “Comprehensive Course for OSCE/ODIHR Observers” before the EOM begins. You need only to focus on the short-term observation part of the course. If you have completed the course during the last year, it is not a necessity that you complete it again. The course can be found here. 

Knowledge of the local language, in-country experience and previous coordination experience is highly valued. You can apply for several positions. All nationalities are welcome to apply.
