Parliamentary Election

WHEN: The coordination team is expected to be in Moldova from the 3rd of September until the 10th. The date for the Elections is September 8th


NB: All expenses made by the coordinators during the EOM as well as flight tickets will be remunerated by Silba.

Silba is looking for 3 coordinators for the EOM to the Parliamentary Election of Moldova.

Sandwiched between the EU member Romania and Ukraine, Moldova is one of the most complex countries in Europe. Followong the last election on February 24th, the parliament has been unable to form a government within the 90 days limit, and so, the newly appointed interim president Pavel Filip has dissolved parliament and called for a snap election. However, right after the Constitutional Court had ruled that a new election must take place, a coalition government was formed between Pro-Russian and Pro-EU parties. A government, which has refused to leave office, despite the Constitutional Court ruling. Do you want to see up close how the political dance will play out? The positions open for application are:


Head Coordinator: The tasks of the Head Coordinator are primarily to have the general overview of the EOM, establish contact and cooperate with local partner organizations, establish contact with speakers and set up presentations for the program and be responsible for the general contact with the participants. Next to this, the Head Coordinator is responsible for the monitoring of observer teams on Election Day and is the main responsible for drafting our EOM report. To become Head Coordinator, it is a requirement that you have been on a Silba EOM before.

Logistics and Financial Coordinator: The Logistics Coordinator is tasked with all issues related to the logistical operations of an EOM, as well as keeping track of the mission's finances. He or she locates and leases suitable office premises, equipment, communications facilities and also identifies options for accommodation.


Press Coordinator: The tasks of the Press Officer are primarily to have a general overview of the possibilities to add more communication outreach for Silba before, while and after the EOM. This entails communicating with local and international media in order to get as much awareness and outreach regarding Silba’s activities during the mission and on Election Day. Additionally, there will be some ad hoc assignments which the Press Officer should assist with.


There are additional ad-hoc tasks within the above positions, which in most cases will require teamwork between the different coordinators. Teamwork skills are a necessity.



The workload will be substantial in the weeks before the EOM as well as during the program, which you should be prepared for before applying.


All expenses made by the coordinators during the EOM as well as flight tickets will be remunerated by Silba!


  • You are between 18 and 35 years old

  • You have been on 1 or more EOMs if you wish to apply for the positions of Head Coordinator.

  • You have to be a member of Silba to apply. You can become a member here.

  • Are available from the September 3rd until the 10th

  • You have completed the free OSCE E-Learning course “Comprehensive Course for OSCE/ODIHR Observers” before the EOM begins. You need only to focus on the short-term observation part of the course. The course takes around 3 hours to complete. If you have completed the course during the last year, it is not a necessity that you complete it again. The course can be found here. 


Knowledge of the local language, in-country experience and/or previous coordination experience is highly valued. You can apply for several positions. All nationalities are welcome to apply.
